Why does wpa_supplicant start even when it's disabled

Issue

After updating to Red Hat Enterprise Linux 7.2 we noticed that wpa_supplicant is started on the system even when it's disabled by systemd
wpa_supplicant is starting no matter on whether the service is disabled or not
