rsyslog has a delay (several minutes) to output a message to local log file

Issue

• The logged events aren't showing up to the local log file until 4 minutes after they occur.
• This delay makes it impossible to do proper troubleshooting.
• Additionally, when I restart the service and/or reboot the box, the delay goes away.
• However, after about 20 minutes, the delay is back.
