Issue

The udev rules for SCSI timeout are missing in open-vm-tools package in Red Hat Enterprise Linux 7.
The VMware provided package (vmware-tools) has a udev rule for defining a SCSI timeout (ie. /etc/udev/rules.d/99-vmware-scsi-udev.rules). But the open-vm-tools package does not have this file.
Is there a particular reason for this rule not to be present in the open-vm-tools package in Red Hat Enterprise Linux 7?
