Can the EXT reserved block allocation be reduced on larger filesystems?

Issue

The ext2, ext3, and ext4 filesystems reserve 5% of free blocks for use only by root. For large filesystems, this can be a significant amount of unavailable space. Can this be reduced?

Environment

  • Red Hat Enterprise Linux 5, 6 and 7.
  • EXT 2, 3 and 4.
