One link in LACP bond comes up as 'churned' and does not send any LACPDUs

Issue

At reboot one NIC in an LACP/mode 4 bond does not come up as expected.
In the output of /proc/net/bonding/bond0 one interface is listed as 'churned'
and the 'system MAC address' of one link is 00:00:00:00:00:00.
