LACP ボンディングのリンクの 1 つが 'churned' と表示され、LACPDU を送信しない

Issue

再起動時に、LACP/モード 4 ボンディングの 1 つの NIC が想定どおりに表示されません。
/proc/net/bonding/bond0 の出力で、1 つのインターフェイスが 'churned' と記載されます。
また、1 つのリンクの 'system MAC address' は 00:00:00:00:00:00 と表示されます。
