use rhevm-shell as a mortal user

I just found out that you cannot use the rhevm-shell as a regular (mortal) user. I can access the shell from the root account or if I give the user sudo rights to do so.

I didn't find anything in the documentation about this so i would like to know if this is normal behaviour?
