use rhevm-shell as a mortal user

I didn't find anything in the documentation about this so i would like to know if this is normal behaviour?

On our server, rhevm-shell can be run by a non-root user.  It seems to run the same for root and non-root users.

I just checked on my test setup.  'rhevm-shell' can be executed by non-root users without doing any  modification.  What error/warning do you get when trying to use rhevm-shell as non-root users?  Permission  Denied ?  If no error/warning being reported use '--debug' option and check
