RHV: Hosted Engine VM is Up but reported as down and other hosts continously try to start it

Issue

• RHV: Hosted Engine VM is Up but reported as down and other hosts continuously try to start it.
• engine.log reports: VM HostedEngine is down with error. Exit message: resource busy: Failed to acquire lock: Lease is held by another host.
• HE host reported as non-responsive in the manager, while HEVM is available.
• Hosts lost connectivity to the engine.
• Looks like older issue: RHV: Hosted Engine VM is Up but a host continuously tries to start it is not resolved .
• Sometimes that silver crown doesn't show up in RHVM for SHE-eligible hosts when it should.
