RHV: Hosted Engine VM is Up but a host continuously tries to start it.

Issue

  • HostedEngine HA Agent continuously tries to start a already running HostedEngine VM.
  • User is flooded with mails stating "Hosted engine host: changed state: EngineMaybeAway-EngineDown."
  • Administration Portal is filled with messages such as "VM HostedEngine is down with error. Exit message: resource busy: Failed to acquire lock: Lease is held by another host."
