RPM exists on RHUA but not being copied to the CDS, yum client shows "[Errno 14] PYCURL ERROR 22 - "The requested URL returned error: 404 Not Found""

Issue

• yum command on RHUI client fails with "404 Not Found" error.

• Although RHUA has the rpm file in its filesystem, CDS does not have one under /var/lib/pulp-cds directory even if synchronizing to CDS from RHUA is succeeded.
