Why are subscription-manager commands hanging?

Issue

When attempting to use Red Hat Subscription Manager commands from the command line the command never completes.

[root@*******~]# subscription-manager refresh
^C

[root@*******~]# ps -aux | grep rhsm
root     53663     1  0 18:19 ?        00:00:00 /usr/bin/rhsmcertd
