[RHEL 9] NFS 経由の Kdump が 'mount.nfs: Protocol not supported' で失敗する

Issue

• dracut_args オプションを使用すると、NFS 経由での vmcore の生成が失敗します。
• mount.nfs: Protocol not supported というエラーで失敗します。
