Yum repolist で "Failed to download gpg key for repo" というエラーが発生する

Issue

• RHEL システムで yum update を実行できません。
• Yum repolist が GPG エラーで失敗します。
• Red Hat リポジトリーにアクセスできません。
• Yum repolist を実行すると、"Failed to download gpg key for repo 'PowerTools':Curl error(37):Couldn't read a file:// file for file:///etc/pki/rpm-gpg/RPM-GPG-KEY-centosoffical[Couldn't open file /etc/pki/rpm-gpg/RPM-GPG-KEY-centosofficial]" というエラーが発生します。
