非接続の Red Hat Satellite 6.10 以降で、リポジトリー同期またはコンテンツインポートアクションが "The path <> does not start with any of the allowed import paths" エラーで失敗する

Issue

• 非接続 の Satellite Server を Red Hat Satellite 6.10 にアップグレードした後、リポジトリー同期タスクが必ず次のエラーで失敗します。

  The path '/path/to/content' does not start with any of the allowed import paths (Katello::Errors::Pulp3Error)
  

• content-import タスクでも同様の問題が確認されています。
