jboss-web.xml replication-config により、クラスター化されていない EAP 7.4 設定で障害が発生する

Issue

jboss-web.xml の使用非 HA (standalone.xml/standalone-full.xml) プロファイルでは、EAP 7.4 でエラーが発生します。

 WFLYCTL0013: Operation ("deploy") failed - address: ([("deployment"

これは、エラーが発生しない EAP 7.3 以前のリグレッションです。
