nova-api ログに oslo.messaging エラーが大量に送信される

Issue

• RabbitMQ ログにmissed heartbeats from client, timeout エラーが記録されます。

• nova-api ログに OSError: Server unexpectedly closed connection エラーが記録されますが、他の OpenStack サービスは影響を受けません。
