Red Hat Satellite 6.5 に登録された RHEL8 クライアントで、dnf repolist コマンドが Error: Cache-only enabled but no cache for 'rhel-8-for-x86_64-appstream-rpms' で失敗する

Issue

• dnf repolist または yum repolist により、RHEL 8 クライアントで以下のエラーが発生します。

Updating Subscription Management repositories.
Error: Cache-only enabled but no cache for 'rhel-8-for-x86_64-appstream-rpms'

• RHEL 8 クライアントで dnf repolist コマンドを実行すると、failed to synchronize cache for repo 'rhel-8-for-x86_64-appstream-rpms', ignoring this repo エラーが発生します。
