totem トークンを 30 秒以上に設定すると、クラスターがメンバーシップの形成に失敗する

Issue

totem トークンの値が 29000 ms までであれば、クラスターノードはメンバーシップを形成できます。 totem トークンの値を 30000 ms に設定すると、クラスターノードはノード間の接続の確立に失敗し、クォーラムに達しません。
