OpenShift Container Platform 4.9.28 または 4.10.9 への更新後に etcd Pod を起動できない

Issue

• OCP 4.9.28 または 4.10.9 (以降) に更新した後、1 つの etcd Pod が起動に失敗し、etcd operator が degraded 状態になります。
• etcd Pod は起動に失敗し、found data inconsistency with peers を報告します。
