Issue

RHEL 7.4 で debug.panic_on_rcu_stall=1 を設定すると、常に即座にカーネルパニックが発生します。
期待される結果は、1 に設定すると、RCU stall 関連の処理を検出後、panic() が呼び出されパニックする事が期待されます。

RedHat Enterprise Linux 7 (kernel-3.10.0-693.el7 以降)
