設定ファイルで ONBOOT="no" を設定していても、再起動時にネットワークインターフェイスが起動するのはなぜですか?

Issue

ifcfg-ethX で ONBOOT=no を設定している場合は、再起動後に ethX インターフェイスが起動しないことが期待されます。
にも関わらず、再起動後も UP と表示されます。
