うるう秒挿入時の TAI オフセットに誤りがあります。
うるう秒 (UTC 時間が 23:59:60 の時) で UTC 時間値を繰り返す時に、TAI タイムスケールが停止しません。カーネルの NTP コードが TAI オフセットを 1 秒追加するのが遅すぎます。

Red Hat Enterprise Linux 6.x
TAI を使用しているアプリケーション (NTP または PTP と同期しているシステムにおける timex struct の tai フィールド)。この設定はシステムワイドでの設定ではないため、アプリケーションは adjtimex() システムコールを作成して、TAI と UTC 間のオフセットを取得します。この時、この問題が発生します。
