[emerg] create_mem_node manager.node failed: File exists エラーが発生する

mod_cluster を使用して、サーバーで複数の httpd インスタンスを同時に実行しました。最初のインスタンスは問題なく起動しましたが、その他の httpd インスタンスはすべて起動せず、以下のようなエラーが発生しました。
[emerg] create_mem_node /opt/jboss/httpd/logs/manager.node failed:File exists
