I configure my WEB-INF/web.xml as following

<servlet>
    <servlet-name>HelloWorldService</servlet-name>
    <servlet-class>us.gov.treasury.irs.srv.test.HelloWorldWs</servlet-class>
</servlet>

<servlet-mapping>
    <servlet-name>HelloWorldService</servlet-name>
    <url-pattern>/test/HelloWorldService</url-pattern>
</servlet-mapping>
