RHEL 9.3 won't boot after update

Has anyone else built VMs with RHEL 9.3, updated to the latest version of the kernel, reboot and then not have it boot? I'm running VMWare vsphere 7.0.3 latest updates and same with ESX.

It sits at the Booting Red Hat Enterprise 9.3 5.14.0-362.18-1.el9 and just sits there.

RockyLinux AND CentOS Stream 9 do this as well. I have not made a case with Red Hat support yet.
