Can't add Extra Packages for Enterprise Linux (EPEL) to system?

[~]# sudo yum install epel-release
Updating Subscription Management repositories.

No match for argument: epel-release
Error: Unable to find a match: epel-release

try epel-next, epel-release-latest-9 also unable to find...

any idea how to resolve it ?
