Upgrade from RHEL 7.9 to 8.9 leapp error.

I am getting the following error message when trying to perform the leapp upgrade:
Failed to create directory /var/lib/leapp/el8userspace//sys/fs/selinux: Read-only file system

Does selinux actually need to be enabled to perform the upgrade? Currently, I have it set to disabled because we don't use it in production and there is no external access to the server. It's internal only.
