W and Who not working on RHEL 8.8

When I access my RHEL 8.8 servers from either putty or Microsoft Remote Access and run the W or Who command. I receive no output.

I tried the solutions at the following like, but did not help.

I know the solution was for Red Hat 7 and older, but it was worth the try.

Any suggestions would be appreciated.
