rhel-8-for-x86_64-baseos-rpms must be enabled to use rhel-8-for-x86_64-appstream-rpms

Hi.

I would like to know what is the relationship between the following to repositories:

rhel-8-for-x86_64-baseos-rpms
rhel-8-for-x86_64-appstream-rpms

I have seen the if I enable only the rhel-8-for-x86_64-appstream-rpms and do yum -y install langpacks-es a 403 error is generated, but if I enable both, all works.

It is necessary the rhel-8-for-x86_64-baseos-rpms in all cases?
