CV Import continues to fail

My CV import of RHEL7 repos continues to fail on the disconnected satellite (6.13.3). Only RHEL7 CV Import failure; RHEL8 works. Weird?

Connected Satellite 6.13.3
Disconnected Satellite 6.13.3

Deleted the entire CV on the disconnected satellite but it continues to fail with the attached error. What could cause this?
