Trying to Install hplip3.23.5 on RHEL9.2 x86_64

I was trying to install HPLIP 3.23.5 on RHEL 9.2 x86_64 in offline mode scenario. I tried

rpm -i hplip-3.23.5-RHEL9-x86_64.rpm

but failed and required two dependencies

-> libImageProcessor.so()(64bit) is needed by hplipfull-3.23.5-0.x86_64

-> libImageProcessor.so(VERS_1.0)(64bit) is needed by hplipfull-3.23.5-0.x86_64

So my question is: Is there any possibility to install hplip on rhel without internet?
