Understand cloud-init image usage

I community I beg your help to understand how to use a rhel 9.2 image built from image builder console.
I downloaded the ova file and imported it to my VmWare Esxi hypervisor.
I booted it but I can't login since I have no credentials.
In the official product documentation I read that I have to attach the image cloud-init.iso to provision a user on startup but I don't figure out where I can find this image.
