Process for installing Ansible Engine for RHEL 7.9 in an Air Gapped Environment

I wanted to ask if anyone knew of a process that involves upgrading ansible to the latest version. We're using RHEL 7.9 and Ansible 2.4.2.0. This version does not like the way a certain playbook is running, (says there are indentation errors for multiple tasks). In our prod environment we are aiming to use 1 asset as the controller. Python version 2.7.5.

My homelab with RHEL 8 Ansible 3.6.8 runs the exact same playbook just fine, which indicates to me that the previous person who installed ansible on our prod servers did it in a sort of "manual" way, but perhaps did not install necessary libraries, or could it be that our ansible version is just out of date?

If all we need to do is download files and transfer them to the air gapped asset, that is not a problem as our process for that is to burn the files to be transferred to media from an asset with internet access, and plug it into the air gapped asset for file transfer.

Any insight is appreciated.
