When I su into root or any other user I receive the following error 'su: cannot set groups: Operation not permitted'.

I accidentally changed the bin, usr, and run folders to chmod 777 with full authority. Therefore, I can't access the su or use the chmod command right now. What should I do to return the su authority at this time?
