openldap version bump in RHEL 9

I just noticed a curious version bump from 2.4 - 2.6 midrelease. In 9.0 it was 2.4, why would this change in 9.1? I thought RHEL stayed with major release versions of software.

In RHEL 8 I suppose this would have been a stream, I wonder if thats why this happened since 9 doesn't have a stream for openldap.
