Can't install IdM module

Satellite 6.10 with RHEL8 content view.
I've been trying to install a RHEL 8 IdM server to replicate with our RHEL 7 IdM server. I've created a content view that includes the appstreams with minimal filtering (all packages without errata, all module streams without errata, all errata up to 7/15/2022 and security/bugfix errata up to 8/9/2022). I am resolving all dependencies; this took several hours to generate.

On the content host I have enabled the IdM:DL1 module appstream (no others). When I try to install the module I get a few pages of unresolved dependencies that are filtered out by modular filtering.

Why is this happening? Are there other module streams that need to be enabled for IdM? If so, how can I tell which ones? The documentation doesn't specify.

I eventually unregistered the host from Satellite and subscribed directly with RH CDN, after which I can install IdM without issue. Once installed I unregistered the host with RH CDN and subcribed it back to our Satellite. Now I want to set up another (in order to decommission our RHEL7 IdM completely) and of course I'm having the same issue.
