compilation linux kernel for rhel 8.3 and Flashing to Intel Xeon E-2254ML Processor

Hi,
I have to compile rhel8.3 kernel which i got source code from RHEL (kernel-4.18.0-240.22.1.el8). But in kernel code configs folder for ia64 (source/arch/ia64/configs) six configs files are there. So , I want to know which config file i have to use for intel processor Xeon E-2254ML.Second thing how i can flash the compiled kernel to HDD so that i can boot Intel Xeon E-2254ML from external hard disk (any generic boot loader is present for this board) . Any documentation present for all this customized kernel booting that will be highly appreciated.
