The Bug Fix Advisory states that upgrading from Red Hat Enterprise Virtualization Manager 3.0 to 3.1 is now supported for the majority of installations. Note that the version and release metadata of the new packages are "3.1.0" and "40.el6ev". As far as I can tell, this release is not version 3.1.1. When RHEV 3.1.0 was released, I read an article which indicated that "the full availability of the Live Storage Migration feature will likely appear in a RHEV 3.1.1 update when RHEL 6.4 is generally available in early 2013".
