Disconnected Satellite & Simple Content Access

A configuration/design question more than anything.

In a situation with a disconnected satellite when content is being synchronized from a exported content views in a connected satellite, is it a requirement to enable Simple Content Access? It seems that both satellites either must have it enabled, or must have it disabled.

We are finding it hard to monitor subscription consumption when Simple Content Access is enabled and would like to disable it but we're concerned about the impact on the disconnected satellite and it's clients.

Does anyone else manage disconnected satellite's and sync content this way?
