Ansible playbooks generated via Red Hat Insights not rebooting servers on RHEL7 though they should

I'm using RH Insights auto-generated Ansible playbooks to patch/remediate my hosts.
In the Patch section of RHI, I've selected RH7 and RH8 hosts and generated a remediation PB. RHI says these will require a reboot (due to a new kernel).

I run the remediation. I see the new kernel in /boot/grub2/grub.cfg but the ansible-playbook run does not actually reboot the RH7 servers. I do observer RH8 boxes are getting rebooted. Every other patch/remediation is successful.

Furthermore, when I check back into the RHI portal, it's showing they are remediated even though they are not due to the old kernel loaded.

Has anyone observed this behavior? Anyone determine a resolution? Am I doing something wrong while generating a PB?
