No package for Perl Test::Spec module?

I recently needed to compile a Perl module from source on an RHEL 7 server. The module had a few prerequisites, with Test::Spec being the only one that was not available through native packages. After an extensive package search, I eventually installed it through CPAN so I could move forward.

Test::Spec is available through the libtest-spec-perl package on Debian and Ubuntu, but as far as I can tell, it's completely missing from RHEL. It looks like the rest of the top-level Test suite is there, though. Any idea why it's missing?
