Is Microsoft Windows no longer required with RHEV 3.0?
With Red Hat Enterprise Virtualization 3.0 all server components now run on Red Hat Enterprise Linux.
The RHEV Manager server is a Java Application running on top of JBoss EAP.
The backend database is now PostgreSQL running on RHEL 6
RHEV Manager can use Red HAt IPA for authentication or Micrtosoft Active Directory.
The Administrator portal requires Internet Explorer.
The PowerUser Portal can be accessed by RHEL/Firefox or Internet Explorer on Microsoft Windows.
Red Hat Enterprise Virtualization 3.1 will include a web based Admin Portal accessible on a RHEL/Linux browser.
Note: The Admin Portal requires .NET 4.0 "client profile" which can be installed through Windows Update or directly downloaded from the following URL

You have the RESTful API that allows the system to be managed and configured programmatically, you can actually do everything that you can do from the Windows WPF client (And more), everything can be scripted using post/get methods.

Moreover, as RHEV now has the power user portal that is fully supporting Firefox on Linux, you can use the RESTful API to configures the system and then use this graphical interface to manage the virtual machines life cycle.
Also note that even though it's still says 'Windows' client for the administrator interface, there is still a big difference as it's not the Windows server 2008 R2 that was required for installing RHEV Manager before. It can be a Desktop Os that can be already found in many organization like Windows XP or Windows 7.
The Administrator portal requires Internet Explorer.

These Administration Portal features have been added since the release of Red Hat Enterprise Virtualization 3.0:

The new web administration portal interface introduced as a technology preview in Red Hat Enterprise Virtualization 3.0 is now the supported interface for connecting to the Administration Portal. The Administration Portal is now accessible using Mozilla Firefox 10 or later on Red Hat Enterprise Linux and Internet Explorer 9 or later on Microsoft Windows. The new user interface is provided as a complete replacement of the Windows Presentation Framework (WPF) interface used to access the Administration Portal in previous releases.[...]
