Should the SELinux command 'setenforce' work immediately or is there a delay?

My question is as follows:
Should the SELinux command 'setenforce' work immediately or is there a delay?

Context of the question:
I have Collabora Online installed in Nextcloud but it (Collobora Online) doesn't always load. To find out the cause of the problem I turn off SELinux. This doesn't have any effect but when I turn SELinux on again and wait for +/- 30 minutes it works again (?!). This is strange and I don't understand what is happening. Does somebody have an explanation for this? Or does somebody have an idea how I could debug such a problem further?

This is what I do:
1. Collabora Online doesn't load.
2. I turn off SELinux.
3. Collabora Online doesn't load.
4. I turn on SELinux.
5. Collabora Online doesn't load.
6. I wait for +/- 30 minutes.
7. Collabora Online does load.
