Pool with id #### could not be found, master pool ID for subscription

when I sign into my access.redhat.com account and click on my developer subscription, I see Pool IDs Master Pools ####. Sometimes on this same page, (it literally varies over the course of a two minute window, same session) instead of listing the Master Pools ID, it says No Pool ID available.
On my RHEL7.8 terminal, when I run sudo subscription-manager attach --pool=###, I get the error Pool with id ### could not be found.

When I run subscription-manager attach --auto, I get this:
Installed Product Current Status:
Product Name: Red Hat Enterprise Linux Server
Status: Not Subscribed
Unable to find available subscriptions for all your installed products.

When I run subscription-manager register, I get this:
This system is already registered. Use --force to override

When I run subscription-manager list --available, I get:
No available subscription pools to list

Can someone tell me how to attach to the RedHat repos? What am I doing wrong? thanks so much!
