screen brightness adjust minimum

I just installed REHL 8.3 and my screen brightness doesn't seem to adjust properly. The screen is at full brightness and using the function key brings does adjust the brightness value set in /sys/class/backlight/intel_backlight/brightness from 120000 (highest) to 1200 (lowest) but it doesn't seem to change the screen brightness. My working theory after some google searches is that 1200 might be above the range the computer hardware expects and thus it just saturates at the actual max. Does anyone know where the floor for this is set or have any suggestions for debugging?
