Unable to create project in OCP Student VM 4.

While taking Red Hat Delivery Specialist - Container Platform Deployment, there is a task to create project on the STUDENT VM OCP 4 for troubleshooting purposes. I can successfully login through my TLC account. However, when I run the command "oc new-project ${GUID}-test", I encounter this issue.
Error from server (Forbidden): To provision Projects you must request access in https://labs.opentlc.com or https://rhpds.redhat.com.
Have somebody faced this issue before?
