Octave install on RHEL7 fails missing dep urw-base35-fonts-legacy

I am trying to

yum install --downloadonly --downloaddir=/tmpcache octave

on RHEL 7 servers/workstations from the EPEL repository.

However download fails because of the missing dependency urw-base35-fonts-legacy required by package GraphicsMagick.

Error: Package: GraphicsMagick-1.3.36-1.el7.x86_64 (epel)
Requires: urw-base35-fonts-legacy
... snip ....

I would prefer not to have to build the install myself when it should work from the epel repository.

The download works fine for Centos 7.
