Subsytems EE datasource/driver questions

I have several questions about trying to get the EE datasource/drivers to be global across the whole EAP 7.3 server. attached is a WordPad document with snips showing what/where I'm at. Could one of you guys take a look and see what you think? So far I can't seem to find answers to my questions.
