ARP Response only works when network adapter is in promiscuous mode?

Hi all,
There is strange situation on our server, server doesn't response to any ARP request and other servers couldn't find the server on the network. There is bond configured on the server with two NIC from two different adapters.
If we put the bond connection in promiscuous mode, then every thing will working fine!
Does anyone have an idea?
